Mandatory AI Adoption in Capital Works Projects
The Development Bureau has issued Technical Circular (Works) No. 3/2026, setting out the policy and requirements for AI adoption in the Capital Works Programme.
Scope. Applies to consultancies with a pre-tender estimate exceeding $15 million and works contracts exceeding $30 million, for tenders invited on or after 1 June 2026.
Requirements. Employers must specify the use of AI in consultancy briefs and tender documents, referencing the “Inventory of Adopting AI in Capital Works Projects.” Contractors' AI proposals are reviewed against these baseline requirements.
Continuous update. The Inventory is a living document, refreshed by the Development Bureau as AI technology evolves.
Broader use. Project offices are encouraged to deploy other AI-related technologies beyond the baseline to enhance project performance.
